Purpose of the Job
The Program Assistant provides direct operational and program support to the Chief Commissioner, ensuring the smooth day-to-day functioning of the office. The PA coordinates schedules, correspondence, meetings, travel, and reminders, working closely with the Chief of Staff, Executive Assistant, Chief Protocol Officer, and other staff to enable the Chief Commissioner to focus on leadership and strategic priorities.
Key Responsibilities
- Manage the Chief Commissioner’s daily schedule, including reminders, updates, and follow-ups.

Chief Protocol Officer
Office of the Chief Commissioner
Purpose of the Job
The Chief Protocol Officer provides expert advice and coordination on matters of protocol, diplomacy, and high-level engagements for the Chief Commissioner. The role ensures that all interactions with ambassadors, foreign dignitaries, government officials, and other senior stakeholders comply with NHRI and international diplomatic standards. The CPO supports the Chief Commissioner in maintaining a professional, credible, and influential presence in all official engagements.
Key Responsibilities
- Serve as the primary protocol advisor to the Chief Commissioner on diplomatic, ceremonial, and official engagements.
- Plan, organize, and oversee official visits, receptions, meetings, and high-level delegations with ambassadors, senior officials, and international stakeholders.
- Coordinate logistics, seating, schedules, and ceremonial arrangements for official events.
- Ensure all events adhere to recognized protocol, etiquette, and ceremonial standards.
- Handle guest relations, VIP receptions, and diplomatic interactions with tact, discretion, and confidentiality.

Senior Legal Expert
Law and Policy
Purpose of the Job:
Undertake review, analyses and provide feedback on the documentations to be generated from the various functions of the Commission. Contribute to the development of standard tools, templates and working policies and guidelines to standardize the documentation of outputs of the Commission. Support implementation of organization-wide policies, guidelines and initiatives
Main Duties and Responsibilities:
- Research on legal and human rights trends, drafting policies and working procedures accordingly.

Purpose of the Job:
To coordinate engagement with partners leveraging skills, expertise, assets of existing CSOs by creating conducive environment of trust and collaboration, closely follow the implementation of joint projects assuring that EHRC lives up to the principles of partnership.
Main Duties and Responsibilities:
- Developing partnership identification and selection guideline and present it to the Director for approval and assure implementation when approved;
- Provide technical support and advice to relevant staff to ensure the Commission maintains good working communication with existing and new partners and work towards expanding and solidifying the relationship;
- Collaborate with thematic functions in identifying and selecting partners including identifying the qualities to be leveraged as per the guiding principles;

Purpose of the Job:
To conduct the day-to-day monitoring activities related to Human Rights in the different sectors and at different levels, for the promotion and protection of women’s rights.
Main Duties and Responsibilities:
- Conduct monitoring on selected institutions to assess whether their policies and procedures are in compliance with international and regional human rights standards and produce reports with concrete remedial recommendations;
- Conduct fact-finding missions and investigation into human rights abuses, including systemic human rights violation on women, including through close cooperation with relevant stakeholders, human rights actors and the community with the aim at promoting and protecting their human rights or seeking remedial actions by relevant authorities to prevent similar violations from occurring in the future;
- Contribute to and/or draft various human rights reports, communications, briefing notes, statement or other products;

Key Responsibilities
- Promotes, enhances, and protects the organization’s brand reputation, and the visibility of the Commission.
- Engages various audiences—including thought leaders, policymakers, stakeholders, and donors by channeling EHRC’s programs, and priorities.

Purpose of the Job:
Under the general direction of The Commissioner, The Executive Assistant is responsible for a variety of complex, confidential, and independent secretarial and administrative support to The Commissioner. To accomplish the objectives of the position, the Executive Assistant performs the following functions:
Main Duties and Responsibilities:
- Management of the Commissioner’s schedule (e.g., meetings, travel, etc.);
- Responsible for administrative and secretarial duties to assist the Commissioner. Acts as contact point for the Commissioner;
- Organizes and directs the day-to-day tasks and functions and oversees the smooth and efficient operation of the Commissioner Office;
- Responsible for maintaining and updating all files located in the Commissioner Office;
- Manage all communications including e-mails and highlights pertinent information. Routes items to other individuals when appropriate and records information on the Commissioner calendar;
- Draft and edit correspondence, communications, presentations, and other documents on behalf of the Commissioner;
- Support in the distribution of meeting agenda’s;
- Support in preparation and distribution of meeting minutes chaired by the Commissioner;
- Produce and distribute correspondence memos, letters, faxes to respective offices and makes appropriate copies;
- Coordinate and direct incoming telephone calls, receive and greet visitors and direct inquiries and request for the Commissioner; respond to sensitive complaints and requests for information from the general public and staff and refer inquiries as appropriate;
- Follow up schedule appointments and maintain accurate appointment calendar for the Commissioner. Receive, sort, and distribute all incoming and outgoing correspondence;
- Coordinate registration and travel arrangements for the Commissioner, as instructed. Organize receipts and process all travel authorizations and other related travel reports;
- Responsible for the completion of purchase requisitions for materials, supplies, equipment, repairs, and other pertinent transmittals for the Commissioner;
- Performs other related duties as assigned by supervisor.
Qualifications and Experience:
- BA Degree in Management, Public Administration, or related fields.
- 4 years of executive level secretarial service/office management experience required.
- Computer literate
- Knowledge of Amharic and English is required
- Knowledge of other local languages is advantageous
Senior Project Accountant/Finance Officer
Finance and Administration
Purpose of the Job:
The Senior Project Accountant (SPA) is responsible for detailed review, posting, summarizing and reporting of all financial transactions of the EU project. The SPA prepares journal entries, review all TOR & requests, monitor budgets, check fixed assets register & reconcile with books, and submits period reports. The SPA also prepares invoices to bill the donor for project related expenses.
Main Duties and Responsibilities:
- Reviews all assigned reports submitted from branch offices and funded by donors, considering accuracy of information, supporting documentation and compliance of expenses with the budget and donor regulations.
- Follows up with field office staff on errors or unallowable expenses.
- Prepares journal entries for expenses into commission’s General Ledger for review by the Finance and budget coordinator and approval by Finance & Admin Director.
- Research and documents donor disputes in a timely manner and provides recommendations for action or adjustments to the coordinator
- Reconcile the monthly bank statement
- Reconcile the budget consumption monthly and share the status update with the project coordinator and project team
- Reconcile the expenditure, fund balance and cash at bank
- Make sure that all expenditures are recorded as per the budget classification of the project
- Reconcile quarterly all fixed assets register with the financial report
- Record VAT payments separately and request for refund from the MoF as deemed necessary
- Notifies the Controller of significant problems such as significant variance with the approved budget, cost share issues, or unallowable costs.
- Prepares billings to donors based on financial reports submitted from city offices in a timely manner and in accordance with contractual agreements.
- Follows up with donors on questions or problems regarding invoices; and Provides guidance to the project accountant as needed.
- Assists with project related inquires for the annual audit and works with the Finance & Budget Coordinator and Finance & Admin Director to prepare schedules and respond to questions.
Qualifications and Experience:
- BA Degree in Accounting and Finance
- 6 years of relevant experience
- Experience and knowledge of IFMIS, IFRIS is required
- Experience working with various donors is a plus
- Experience working with EU projects is Advantageous
- Computer literate
- Knowledge of Amharic is required. Knowledge of other local languages is advantageous.

To support the office of the chief commissioner on transitional justice (TJ), particularly in on transitional justice (TJ), particularly providing technical advice and capacity building, monitoring the TJ process, supporting victims and other specific groups, advocacy and sensitization, and research to ensure that the TJ process is human rights compliant, inclusive, participatory, and victim-centered
Main Duties and Responsibilities Include:
- Support EHRC in the execution of its work and mandate on TJ;
- Support the execution of special projects which are led by OCC
- Support OCC in the coordination of field missions, meetings, consultations, and other activities;
- Conduct legal analysis on various areas as required, prepare presentations, reports, advisory or strategy documents;
- Support in technical support and capacity building of diverse stakeholders (state and non-state actors) on TJ;
- Assist in the review of draft legal or other documents relevant for TJ;
- Monitor the TJ process to ensure compliance with international and regional standards and best practices;
- Provide support to victims and victims associations to ensure their meaningful engagement in the TJ process;
- Work with thematic departments to ensure that the priorities and interests of specific groups are included in the TJ process including women, children, older persons, persons with disabilities, internally displaced persons, youth, etc.
- Support EHRC’s work on research, documentation, and reporting on issues relevant to TJ;
- Conduct legal and policy research on TJ issues, developing advocacy and engagement strategies to ensure that processes complies with international and regional human rights standards;

Main Duties and Responsibilities:

- Engage in the development of data collection tools required to conduct research and needs assessment for transitional justice trainings.
- Conduct research and needs assessment using appropriate tools that will be developed for this project, write research and assessment reports.
- Design, develop, review educational materials including lesson plans, online courses, manuals, and other educational resources focused on transitional justice for different stakeholders including state bodies, civil society organizations (CSOs), and religious and community leaders ensuring that research and needs assessment findings inform the development of the transitional justice training materials.

- Conduct research and identify means to deliver transitional justice trainings including organizing workshops, seminars, conferences, etc.
